Can TeXmacs be used like LaTeX via a plaintext editor? Can it give meaningful error messages?

Since the .tm format looks about as readable as LaTeX, I was wondering if users can write in this format directly using a plaintext editor with a workflow similar to that for LaTeX.

Maybe people who don’t want to use a WYSIWYG editor could use TeXmacs like this?
