Does anyone know if it’s possible (somehow) to export a beamer document to PDF so that fold environments, e.g. Fold -> Unroll -> Itemize, work?
I’ve seen Exporting Beamer Presentations, but I’m wondering if there is any more progress on this issue.

I do not know of any progress. and I do not know if the code you linked is part of the TeXmacs code now.
Since no one has answered your question here, you might try and ask it in the mailing list, perhaps it will catch the right eyes there.
