When I export to PDF, links get colored differently based on whether I’ve clicked them or not. This makes the exported document look inconsistent. Is there a way to make links a consistent color in the export, or barring that, in general?

Yes, this is a bit annoying. You can choose this colour in “Focus->Preferences->Visited Color”, so you can set it to the same as the link colour. You won’t be able to tell visited from otherwise in TeXmacs, but that doesn’t bother me personally.
I never noticed that, I guess you would not want different colors when exporting (as default). I would consider this a bug which can be solved by using a “specific” re-definition of the “visited color” for when outputting PDF.
