Why the .tm files use utf-8 but still can't write Chinese character

The .tm file is UTF-8, but when I use Chinese characters, they will savs as \<#....\>. Why TeXmacs needs to do it?

.tm file is not in UTF-8 encoding

.tmu file introduced by Mogan STEM is in UTF-8 encoding.
